President Rodrigo Duterte on Friday said he will hold Public Works and Highways Secretary Mark Villar accountable for delayed and failed projects.
"So I would like to call the attention of the secretaries, especially Secretary Villar, that if there is any slippage of any work of any kind by the national government. If you delay or if I see tomorrow, beginning tomorrow, and you are all invited to see me in Malacañan," Duterte said in his speech in Davao City during the opening ceremony of the celebration of the National Science and Technology Week.
"Kaya sinasabi ko sa inyo. I’m exacting now something of like this. ‘Yang project mo pagka pumalpak, I will hold the Secretary responsible," he added.
Duterte reiterated that he is against corruption, noting that there is corruption in the handling of government projects such that the contractor is left with just a few funds which will not result in quality public works and highways.
"Kasi lahat ng highway acquisition or easements, to widen the shoulders of the road or to make it a full-length ends up in corruption. Lahat ng bagay. Kung magtingin ako sa TV, kung lahat itong p**—walang mangyari sa gobyerno," Duterte said.
"If we do not cut on corruption, we will never, never improve," he said.
"Ako gusto ko but somehow sa baba meron talaga ‘yang kalokohan. How to control until the money is spent almost sa proyekto?" the President asked.
Duterte said he prefers the Swiss challenge wherein the government, once it receives an unsolicited bid for a project, publishes the details about the project to allow third parties to submit a bid and match the unsolicited one.
"'Pag may highway diyan na palpak, the city engineer at itong project engineer or whatever, if there is delay or slippage, they call it, and it is about 20 percent perfect, you are out. I will cancel the contract pati—lahat gusto ko Swiss challenge na lang. Swiss challenge, you produce the bridge and I’ll pay you. If you do not publish it in accordance with the specs, as my specifications, I will not pay you," he said.
Duterte said he is not in favor of the lowest bid policy.
"At saka itong—well, it helps but it does not. At the end of the day, ‘yang lowest bid is a very disastrous theory of government—P100 million. Itong mga p*** na walang capital, walang tao, lahat. Laway lang," he said.
"Sabi ni—bagsak. 'Ilan? O sige, 80 ako dito.' So lowest bid. You build this infrastructure, it costs only government 80, 70. 'Pag nanalo na ‘yan siya, ibigay niya doon sa governor, ibigay niya doon sa mayor, ibigay niya doon sa Presidente, ‘yung mga tao na—pagkatapos ilan ang iniwan nila sa pera?" Duterte said.
"So from 100 million, magiging 60 na lang ‘yan. So pagtrabaho niya, wala siyang material, ang credit extensions niya wala. Ang credit line walang tao nagtatrabaho," he explained.
Duterte again asked the public to report to the government any allegation of corruption.
"If it is something that ails, that bugs you because it involves graft and corruption or government is not doing what it’s supposed to do, just bring it to my attention and I will act on it immediately. Lalo na corruption," he said.
Duterte did not mince words about those who resort to bribery and corruption and what may befell them.
"So 'yung roads ninyo na hindi natapos ng isang taon na, abangan mo lang 'yang contractor, siyempre magpunta 'man 'yan paminsan-minsan. Marami 'man 'yan tubo diyan sa—magkuha ka isa, ihampas mo sa ulo. Tapos ilibing mo doon sa —tapos sabihin mo lang, 'Mayor, may na bunalan ako doon na ano...' Ako na ang bahala. Ipa-semento na lang kaagad natin [laughter] T***i**** mga 'yan. G*** kayo," he said.
"Alam mo kasi ang problema diyan, 'yung walang mga pera—laway lang 'eh. Laway ang bribery. Is the laway... ‘di matapos, 'o sige lowest bid. Sige bigyan kita. Kaya ang deterioration, proyekto napuputol. Tignan mo doon sa ano—mag landing ako—sabi ko maglanding tayo sa ano, 'Sir, maiksi ang airport doon,'" Duterte said.
"This has to stop. All of these things has to stop. Extortion. Kaya kayo pag hiningian kayo, huwag kayo mag bayad. P***** i** sampalin mo, totoo. I will defend you," he said.
Duterte said Filipinos have to be assertive like Americans.
"'Yung Amerikano kasi, one thing good about them is they're assertive, 'di ba? Sabihin mo, 'Bakit ako magbayad sayo p****** i** ka. Trabahante ka lang ng gobyerno l****ka,'" he said.
"Ganunin mo, eh 'di mag-away 'yan, mag-dating ako tapos sabihin ko, 'O anong nangyari dito?' Sabihin mo, 'Eh 'di hiningian ako.' O sige. Kasi kung hindi kayo magtulong wala akong magawa para akong inutil. Kaya sabi ko, p***** i** mag-resign na lang ako. Kung wala akong magawa sa bayan ko, ganito, sige lang daldal... anong silbi ko?"
