3 PNPA cadets dismissed over ‘oral sex’ controversy


The three students of the Philippine National Police (PNPA) Academy have been dismissed from cadetship over their act of forcing two underclassmen to perform oral sex on each other, PNPA director Chief Superintendent Chiquito Malayo said Monday.

According to a report aired on GMA News TV's Balita Pilipinas, the three upperclassmen were found guilty of administrative charges for instructing two freshmen to do oral sex as a punishment for the neophyte cadets' violations.

Of the three, one was a second class cadet and the two others were third class cadets.

Prior to their dismissal, then-PNPA director Chief Superintendent Joseph Andol was also removed from his post as a result of the incident which was also witnessed by two other upperclassmen.

The PNPA earlier said that one of the three upperclassmen is the son of a high-ranking PNP official while one of the victims is the son of a high-ranking official of the Bureau of Jail Management and Penology.

Ahead of Malayo's announcement, PNP chief Director General Oscar Albayalde said at a press conference Monday morning that such pervert acts have no place in the PNPA.

“That is why also I talked to the [PNPA] cadets last month. Sinabi ko, magsabi sila kung may ganitong kultura kasi delikado ito. We should really show no mercy on cadets doing this act kasi isipin mo na lang ano na lang ang gagawin niyan kapag nag graduate at naging opsiyal,” Albayalde said.

The three dismissed PNPA cadets, however, can still appeal their case within 48 hours upon receiving their dismissal letter, Malayo said.

Retired Deputy Director General Ricardo de Leon, president of the Philippine Public Safety College, earlier conceded that they were caught off guard by the incident, considering that the PNPA students have always been reminded of proper decorum and consequences of committing abuse, including hazing. — Llanesca T.
