Diaz and Batocabe were brought to a hospital but both were declared dead on arrival.
The PNP has already created a special task group to investigate the killing of Batocabe and his police escort.
Witnesses in the incident, however, are scared to come forward according to Albayalde.
“I directed the director of CIDG (Criminal Investigation and Detection Group) to be on top of the investigation. Medyo nahihirapan ang investigators natin dahil walang gustong magsalita doon sa lugar,” Albayalde earlier said at a press conference in Albay.
