Guanzon asks NPO: Did you subcontract printing of voter’s info sheet?


Commission on Elections (Comelec) Commissioner Rowena Guanzon is questioning the supposed subcontracting of the printing of the voter's information sheet for the May midterm elections.

"'Yung voter information sheet na in-award namin sa National Printing Office, dahil government to government, eh walang bidding tapos nalaman ko at sagutin nila ako kung totoo... pina-subcontract ba nila sa Holy Family Printing Press ang voter information sheet namin?" Guanzon told reporters on Wednesday.

Guanzon noted that the alleged subcontracting is against the rules of the Commission on Audit (COA).

"Because that's against COA rules, 'yung subcontracting na 'yan. Kung totoo 'yan and some directors answer my question, Holy Family printing ang nag-deliver sa kanila at mali mali," Guanzon said.

The Comelec official is seeking clarification from the NPO, noting that if it is true, the agency may be held liable for it.

"Pag totoong sinubcontract nila 'yan at bawal 'yan sa COA, aba that is a crime. Dapat sinabihan kami, hindi niyo pala kayang magprint niyan. Kaya nga sa inyo binigay kasi gobyerno kayo eh tapos ganyan," Guanzon said.

GMA News Online tried reaching the NPO for its comment through the phone numbers found on its website. Nobody was picking up at the office of NPO Director Francisco Vales Jr. and the Administrative Division.

At the Press Division, someone picked up but refused to answer questions and hung up even before GMA News Online could ask for the person's name. No one has since been picking up.
