Transfer of PNPA, NPTI to PNP to prevent new cops from becoming rogue
The impending transfer of the Philippine National Police Academy (PNPA) and the National Police Training Institute (NPTI) to the Philippine National Police (PNP) will prevent future cops from being involved in illegal activities.
"Kung ating matatandaan ang mga bagong pulis ay nasasangkot sa mga tiwaling activites, sa krimen, iba naman pang-aabuso ng kanilang kapangyarihan. So 'yan ang pini-prevent natin ngayon. Ang PNP na mismo ang may supervision and control doon sa training po nila," PNP spokesman Police Colonel Bernard Banac said in an interview on Super Radyo dzBB on Saturday.
President Rodrigo Duterte has signed into law Republic Act 11279 that brings the PNPA under the direct supervision and control of the PNP chief.
On the other hand, the supervision and control of the NPTI—which trains non-commissioned officers—would be determined in the revised organizational structure of the said unit.
"Ang PNPA at National Police Training Institute ay iti-turnover na sa supervision ng PNP dahil sa nakaraan ito ay nasa ilalim ng Philippine Public Safety College na ibang ahensiya ng ating pamahalaan," Banac said.
"Sa old setup, walang direct supervision and control ang PNP kaya ang mga training dito na isinasagawa lalo na iyong police recruits natin ay hindi natin nasusubaybayan dahil nasa ibang ahensiya nga po ito," he said.
With the PNP being the main agency to supervise the training and learning of new cops, Banac said future police officers will be developed into genuine public servants.
"Ang turnover inaasahang magaganap ito as soon as possible. Inaayos na lang ang ilang administrative requirements. Magkakaroon po ito ng simpleng seremonya ng turnover," he said. —Ted Cordero/KG, GMA News
