Duterte signs law institutionalizing seal of good local governance


President Rodrigo Duterte has signed a law institutionalizing an incentive program for local government units.

Duterte signed Republic Act 11292 on April 12, a copy of which was released by Malacañang on Tuesday.

The law calls for the institutionalization of the Seal of Good Local Governance, an award, incentive, honor and recognition-based program for all LGUs.

The LGUs will be rated based on their performance in the areas of good fiscal administration, disaster preparedness, social protection and sensitivity programs, health compliance and responsiveness, sustainable education programs, business friendliness and competitiveness, public safety, environmental management, tourism, and heritage development, and youth development.

The law mandates the creation of the Council of Good Local Governance to act as policy-making and advisory body to ensure the proper implementation of the SGLG.

The council is composed of the Department of Interior and Local Government (DILG), Department of Budget and Management (DBM), Department of Finance (DOF), Department of Health (DOH), Department of Social Welfare and Development (DSWD), Department of Education (DepEd), Department of Tourism (DOT), Department of Environment and Natural Resources (DENR), National Economic and Development Authority (NEDA), Office of Civil Defense, and a representative from the basic sectors to be nominated by the National Anti-Poverty Commission.
