Duterte signs law allowing UP to sell Krus na Ligas property to QC gov’t
President Rodrigo Duterte has allowed the state-run University of the Philippines to sell its parcel of land in Barangay Krus na Ligas Quezon City to the Quezon City local government.
The Chief Executive signed Republic Act No. 11454 allowing the university to sell the property to the local government of Quezon City at fair market price, provided that the sale will not exceed 22.467 hectares.
The law, however, provides that no right of ownership or of possession, nor any other attribute of ownership of the said parcel of land, will be transferred to the Quezon City local government until the university has paid for it in full within one year from the signing and execution of the agreement.
The law includes a provision automatically revoking the university’s authority to sell the land in case UP and the local government of Quezon City fail to reach an agreement regarding the terms and conditions of the sale within one year after the law takes effect.
The land should not include any UP facility.
Once the ownership has been transferred in favor of the local government, it is mandated to fence off the property and subsequently transfer the parcels to legitimate residents of Barangay Krus na Ligas.
No land covered by RA 11454 should be sold, alienated or conveyed by legitimate residents of Barangay Krus na Ligas except to their legal heirs.
Unlawful sales transactions by legitimate residents are considered void and any resident involved loses the rights to the land and forfeit the amount amortization that has been paid to the government. —VDS, GMA News
