Ex-Pasig Mayor Eusebio, wife accused of releasing P25M to boost poll bid


A non-government organization has filed a graft and violation of Code of Conduct and Ethical Standards for Public Officials and Employees complaint against former Pasig City Mayor Robert Eusebio, his wife Maribel Andaya-Eusebio, and nine others, accusing them of transferring P25 million form the city's budget to a Camarines Sur municipality through a non-public official.

In a six-page complaint, nine members of the Tambuli ng mga Mamamayan ng Pasig, Inc. led by Noel Medina accused the Eusebios and nine former members of Pasig City Council of transferring the P25 million to Pamplona, Camarines Sur via a Sister Cities agreement between Pasig City and Pamplona to advance Andaya-Eusebio's candidacy.

The Tambuli NGO said that the Sister Cities agreement, which allowed the release of P25 million worth of assistance for Pamplona’s health and education programs, was inked on May 31, 2018, and that the MOA for it was signed in June 20, 2018.

The disbursement voucher for the P25 million  was signed on August 22, 2018, and the Landback cheque was turned over to Pamplona two days later through Andaya-Eusebio.

“The intention to gain politically from the event is evident in one of the aforementioned photographs where Maribel Andaya-Eusebio posed, flashing their hands in an inverted V fashion for a A Sign, which the Andayas are known to use in their campaigns,” the complaint read.

Andaya-Eusebio filed her certificate of candidacy for Camarines Sur representative in October 2018, but her COC was cancelled by Comelec in March this year because she is not a registered voter of the province.
