NDRRMC ready to roll out planning guide for recovery, rehabilitation of disaster-hit areas
The National Disaster Risk Reduction and Management Council (NDRRMC) has approved the guidelines that will serve as template in crafting and implementation of rehabilitation and recovery plans for disaster-hit areas.
The Philippine Disaster Rehabilitation and Recovery Planning Guide has ready templates of the recovery framework, planning process, institutional arrangements, coordination and implementation mechanisms, options for funding resources, and proposed monitoring arrangements, according to Office of Civil Defense administrator Undersecretary Ricardo Jalad.
“We want to be proactive and help LGUs and agencies prepare their plans faster and implement projects with build back better standards," Jalad said in a news release.
The National Economic and Development Authority (NEDA) formulated the guide with technical assistance from the World Bank.
The guide was approved in a resolution signed by Defense Secretary Delfin Lorenzana, Department of Science and Technology Secretary Fortunato de la Peña, Interior Secretary Eduardo Año, Social Welfare Secretary Rolando Bautista, and NEDA Secretary Ernesto Pernia.
“This is a milestone for the Philippines. With the recent earthquakes, typhoons, flooding, and volcanic eruption, the simplified guidelines could shorten the time for crafting plans and speed up the implementation of projects in affected communities," World Bank Sr. Disaster Risk Management Specialist Atty. Lesley Cordero said
