Palace revamps promotion board, awards committee


President Ferdinand "Bongbong" Marcos Jr. ordered the reconstitution of the Human Resource Merit Promotion and Selection Board (OP-HRMPSB), and the OP Program on Awards and Incentives for Service Excellence (OP-PRAISE) Committee, both of which are under the Office of the President.

Under Memorandum Order No. 24, the HRMPSB for first and second level career positions would now be chaired by the Deputy Executive Secretary for Finance and Administration. 

The board’s vice chairperson would be the Deputy Executive Secretary for Legal Affairs. 

The HRMPSB’s members would be the Deputy Executive Secretary for General Administration; Deputy Executive Secretary for Support Services and Auxiliaries; two representatives from the Office of the Executive Secretary; and the Head of the Human Resource Management Office (HRMO).

Further, there would be one representative each from the OP Employee’s Network for first level and second level positions. The head of the HRMPSB would also be among the members. 

The Human Resource Management Office would serve as secretariat to the HRMPSB. 

Meanwhile, Memorandum Order No. 25 provides that the OP Program on Awards and Incentives for Service Excellence (OP-PRAISE) Committee would be chaired by the Deputy Executive Secretary for Finance and Administration. 

Among the members would be a representative from the Office of the Executive Secretary; heads of the HRMO, Legal Office, Finance Office and Technical Services Office; a representative for third level positions to be assigned by the Executive Secretary; a representative for second level positions; and an alternate representative for second level positions.

A representative and an alternate representative for first level positions would also join the OP-PRAISE Committee. 

The HRMO will provide secretariat and administrative support to the committee.
