Comelec resolves election cases in 2023 BSKE

The Commission on Elections (Comelec) en banc has released resolutions on various cases in over 30 localities, proclaiming the rightful winners during the barangay and Sangguniang Kabataan elections (BSKE) on October 30 last year. 

“The petitions pertain to the correction of manifest errors in the statement of votes/and or canvass of votes, the consequent annulment of previously proclaimed candidates, and the resulting proclamation of the rightful winning candidates in the Sangguniang Barangay (SB) and Sangguniang Kabataan (SK) positions in the 2023 BSKE in various barangays nationwide,” the Comelec said Tuesday. 

Here are the cases resolved by the poll body:

• Proclamation of Billy Jay Palangao Andres as the 7th SK member of Brgy. Culalabat, Cauayan City, Isabela. This means the annulment of the previous proclamation of Harvie Jay Aquino Mattalog. 

• Cause the necessary corrections in the statement of votes to reflect Mon Marvelous Naval as 2nd member of the Sangguniang Barangay with 802 votes, and Carl Aldwin Dela Cruz Corpuz as the 3rd SB member with 172 votes in Brgy. Poblacion Sur, Mayantoc, Tarlac. 

• Proclamation of Cristina Talde Ibao as the 7th SK member of Brgy. Santa Justa, Tibiao, Antique. This means annulments of the previous proclamation of Merry Rose Baguioro Alborte. 

• Proclamation of Khristine Palma as the 7th SB member of Brgy. 227, Manila. This means annulment of the previous proclamation of Irene Caliwliw.

• Proclamation of Cedrick Jude Cabunag Lero as 7th SK member of Brgy. Lawigan, City of Mati, Davao Oriental. This means annulment of the previous proclamation of Wellie Sincero Dacoylo, Jr. 

• Proclamation of Ric Hidalgo Kho as the 5th SB member of Brgy. 748, City of Manila. Conduct a drawing of lots or toss coins to break the tie between Tasiana Delos Santos Panes and Efraene Pete Airielle Reyes, and accordingly proclaim the 6th and 7th SB members. 

• Cause the necessary corrections in the Certificate of Canvass of Votes and Proclamation of SK chairperson to reflect the correct number of votes in favor of Bernie Crucillo in Brgy. Sta. Cruz, Ocampo, Camarines Sur. 

• Proclamation of Christian Jairus Macapagal as the 7th SK member of Brgy. Sapang, San Miguel, Bulacan. This means annulment of the previous proclamation of Kevin Ignacio Sioson. 

• Proclamation of Keelen Magallanes Escarilla as the 7th SB member of Brgy. VI (Hawaiian), Silay City, Negros Occidental. This means annulment of the previous proclamation of Crisalito Erisari Garcia. 

• Proclamation of Geoffrey Del Monte Delizo as the 6th SK member of Brgy. Daramuangan, Naguilian, La Union. There should be necessary corrections in the Certificate of Canvass of Votes and the proclamation of winners to reflect the correct ranking of Geoffrey Del Monte Delizo and Jimie Ariaga Basilio as 6th and 7th SK members. 

• Proclamation of Arlene Gargarita as the 7th Kagawad in Brgy. Aguisan, Himamaylan city, Negros Occidental. This means annulment of the previous proclamation of Renan Pabalinas. 

• Proclamation of Jan Kerstine Cerilles as the 6th SK member of Brgy. Punta, Nasipit, Agusan del Norte, and the candidate who shall be favored by luck and shall be ranked 7th. This means annulment of the previous proclamation of Daniela Mantala and Kristine Mae Salise Beliota, as the 6th and the 7th SK members. A drawing of lots for the candidates who tied - Mantala and Beliota - must be conducted. 

• Proclamation of Victoria Manansala as the 7th Kagawad of Brgy. Esperanza, Koronadal City, South Cotabato. This means annulment of the previous proclamation of Minda Sunga. 

• Rectify the errors committed in the Certificate of Canvass of Votes to reflect the correct votes obtained by Erwin Unida Dollente in Brgy. Magsaysay, Koronadal City, South Cotabato. 

• Rectify the errors committed in the Certificate of Canvass of Votes and proclamation by ranking the candidates according to the number of votes obtained from highest to lowest among the SK members of Brgy. Cambooc, Maasin City, Southern Leyte. 

• Proclamation Mariel Abanico Duero as the 7th SK member of Brgy. Pag-antayan, Cantilan, Surigao del Sur. This means annulment of the previous proclamation of Kiven John Linaga. 

• Proclamation of Anthony Acenas as the 4th SK member of Brgy. Lanao, Pilar, Cebu. This means annulment of the previous proclamation of Ernielhyn Jeva. The locality must also hold a drawing of lots between winning candidates Anthony Acenas and Sheryn Sanza, to determine who will be the 4th and 5th members. 

• Proclamation of Reynan Anilao as the 7th Kagawad in Brgy. Parang, Calapan City, Oriental Mindoro. Rectify the errors committed in the statement of votes by precinct by reflecting the correct votes obtained by Danilo Tesoro Gasic and the corrected rankings of Raquel Espiritu Fronda, Juan Lazaro Caringal, and Reynan Anilao as the 5th, 6th, and 7th winning candidates, respectively.  This means annulment of the previous proclamation of Gasic as the 5th Kagawad. 

• Proclamation of Christine Ortiz as the 7th SK member of Brgy. Pandanon, Murcia, Negros Occidental. This means annulment of the previous proclamation of Anthony Ceballos. 

• Proclamation of Kenji Miranda Zaleta, Joshper Mahawan Abanes, and Jude dela Cruz as the 5th, 6th, and 7th SK members, respectively, of Brgy. Pamorangon, Daet, Camarines Norte. This means annulment of the previous proclamation of Francine Ilagan as the 7th SK member. 

• Correct the rankings of candidates Haydee Quezon Perlas, Mary Antoinette Paraiseo, Alvin Flores Lucas, Eugene Rosales Palma, Jerry Lawas Francisco, Ester Alcantara Ortiguerra, and William Blanco Castro as 1st, 2nd, 3rd, 4th, 5th, and 6th winning SB members, respectively, of Brgy. 591, City of Manila. 

• Rectify the error committed in the entries of the Certificate of Canvass of Votes and proclamation of winning candidates for SB members of Brgy. Bolton, Municipality of Malalag, Davao del Sur. 

• Proclamation of Althea De Juan, Vincent Runes, Mhecca Ella Fontamillas, Dion Dexter Diego, Vanessa De Jesus, John Reewen Delos Reyes, and John Roevick Tolentino as the 1st, 2nd, 3rd, 4th, 5th, 6th, and 7th SK members, respectively, of Brgy. Aliputos, Numacia, Aklan. This means annulment of the previous proclamation of Charlyn Ibabao and Cholo Jhon Flores as the 1st and 2nd SK members, respectively. 

• Proclamation of Louigine Ragas Domingo as the 7th SK member of Brgy. 248, City of Manila. This means annulment of the previous proclamation of Rolly Nunag Ruiz. 

• Proclamation of Radiza Recimulo as the 7th SB member of Brgy. Migcanaway, Tangub City, Misamis Occidental. This means annulment of the previous proclamation of Alejandra Carriaga Bermoy. 

• Proclamation of Arnold Dela Victoria Jr. as the 7th SK member of Brgy. Migcanaway, Tangub City, Misamis Occidental. This means annulment of the previous proclamation of Kalvin Klenth Barimbao. 

• Proclamation of Jay Loren Lleno as the 6th SK member of Brgy. Bigaan, Hinatuan, Surigao del Sur. This warrants necessary corrections in the Certificate of Canvass of Votes and proclamation of member to reflect the name as Jay Loren Lleno instead of Jay Estrera Lleno. 

• Proclamation of Janet Torio as the 7th SB member of Brgy. 859, Pandacan, City of Manila. This means annulment of the previous proclamation of Gelacio Macam. 

• Proclamation of Charmain Sajenes as the 2nd SB member of Brgy. 874, Sta. Ana, City of Manila. This means annulment of the previous proclamation of Jobert Jay Lascano.

• Cause the necessary corrections in the Statement of Votes by precinct, and Certificate of Canvass of Votes and proclamation of SB members of Brgy. Poblacion, Marihatag, Surigao del Sur. 

• Proclamation of Jay Juntilla Almacin as the 4th SK member of Brgy. New Compostela, Municipality of Damulog, Bukidnon.

• Proclamation of Jemuel Tamayo Palata as the 7th SK member of Brgy. Orong, Kabankalan City, Negros Occidental. This means annulment of the previous proclamation of Reymark Deguitos. 

• Proclamation of Rhea Mae Manlapas Ellevera as the 5th SK member of Brgy. Candiis, Magsaysay, Misamis Oriental. There should be necessary corrections in the Certificate of  Canvass and proclamation of winners with respect to the correct rankings of Ellevera, Haji Tigion Paring, and Novetozon Utordoz as the 5th, 6th, and 7th SK members, respectively. This also means annulment of the previous proclamation of Antwin Fernandel Calabria as the 7th SK member. 

• Rectify the errors committed in the Certificate of Canvass of Votes, statement of votes, and proclamation of winning candidates in Brgy. Perez, Meycauayan City, Bulacan. 

• Proclamation of Chriszel Joy Lopez Jimena and Desiree Suizo Villegas in their respective ranks from the results of the drawing of lots, as the 6th and 7th SK members of Brgy. Lower Malinao, Padada, Davao del Sur. 

• Rectify the errors committed in the Statement of Votes by Precinct by reflecting therein the correct and actual votes obtained by Victoria Cezar Relano and Jimmy Penaflorida in Brgy, Mongpong, Santa Cruz, Marinduque. A new statement of votes must also be prepared to reflect the correction of the name of Penaflorida. 

• Proclamation of Joshua Adigue as the 4th SK member of Brgy. Marikina Heights, Marikina City. 

• Rectify the errors committed in the Certificate of Canvass of Votes, statement of votes by precinct, and the proclamation of winning candidates in Brgy. Liptong, Valencia, Negros Oriental.
