Inmates cast votes for Eleksyon 2025
Numerous persons deprived of liberty (PDLs) from various prisons and penal farms participated in the Philippine elections 2025 on Monday, May 12.
According to BuCor, foreign observers monitored the proceedings. It said they were assisted by BuCor personnel and Muntinlupa City Election Officers.
Commission on Elections chairman George Garcia was also present.

Data from the Bureau of Corrections (BuCor) showed that a total of 4,125 PDLs are registered voters, of which 2,135 are from the New Bilibid Prison (NBP).
Aside from this, BuCor said that 924 are from the Davao Prison and Penal Farm, 421 are from the Leyte Regional Prison, 290 are from the San Ramon Prison and Penal Farm, and 140 are from the Iwahig Prison and Penal Farm.

There are also 123 registered voters among detainees at the Correctional Institution for Women (CIW) in Mandaluyong City and 92 from the CIW-Mindanao.
BuCor previously said that PDLs who are qualified to vote include those confined in jail or those formally charged and undergoing trial; those serving an imprisonment sentence of less than a year; those whose convictions involve disloyalty, such as rebellion, sedition, violation of the firearms laws, or any crime against national security; or those who are on appeal. —VAL, GMA Integrated News
