Dizon: New online system targets release of OR/CR, plates by 3 days


Vehicle owners can now get their official receipt/certificate of registration (OR/CR) and plates as early as three days after the purchase of the car as the Department of Transportation (DOTr) and the Land Transportation Office (LTO) launched a new online system for plate registration.

The Plate Registration Management Information System, which is part of the DOTr’s and its attached agencies’ digitalization efforts, seeks to expedite the release of OR/CR and vehicle plates which usually takes weeks or months. 

“Itong bagong sistema na within 72 hours, three days, makukuha na po ng mga motorista ang kanilang plaka pagkabili ng bagong sasakyan. Napakalaking bagay po nito. Unprecedented po ito na igagarantsiya ng LTO na maipapa-release niya ang mga plaka within 72 hours upon submission of all requirements,” Transportation Secretary Vince Dizon told reporters, adding that the initiative is in partnership with various car dealers in the country. 

(This new system promises that within 72 hours or three days, motorists will be able to get their license plates after purchasing a new vehicle. This is a huge deal. This is unprecedented as the LTO will guarantee that it will be able to release the license plates within 72 hours upon submission of all requirements.) 

With this effort by the DOTr and LTO, Dizon said that this will also discourage fixers. 

“Ang mawawalan ng trabaho dito ay mga fixers, kasi mabilis na [release] ng plaka eh,” he said.  

(Fixers will definitely be affected by this because plates will be now released immediately.) 

“Kaya lang naman nakakapagbenta ng pekeng plaka kasi may delay sa issuance ng plaka. Pero kung wala ng delay sa issuance ng plaka, wala na ring raket yung mga ‘yun,” Dizon added. 

(The reason why some sell fake plates is because there’s a delay in the issuance. But if there’s no more delay in the issuance, there will be no more fixers as well.) 

The Transportation chief earlier said tthe LTO has produced 5.4 million license plates for motorcycles, effectively "eliminating" the longstanding backlogs since 2014. — Vince Angelo Ferreras/RF, GMA Integrated News
