Torre: PNP, NAPOLCOM resolved dispute over police reshuffle

The Philippine National Police (PNP) and the National Police Commission (Napolcom) have resolved the controversy over the recent reshuffling of police officials ordered by PNP Chief Gen. Nicolas Torre III, the country's top cop has said.

According to an Unang Balita report on Tuesday, Torre said the matter has already been settled with Napolcom, but refused to provide specifics on how the agreement was reached.

He was quoted as saying that it was better that the matter to stay within their organization.

The PNP chief also declined to say whether or not his organizational reshuffle would remain in effect following Napolcom's ordering a halt to the order.

Sought for comment, the NAPOLCOM communications team told GMA News Online that Vice Chairperson and Executive Officer Rafael Calinisan has yet to issue a statement on the matter.

Among the assignments that Napolcom previously nullified include the switch of positions for PNP Deputy Chief for Administration Police Lieutenant General Jose Melencio Nartatez and Western Mindanao Area Police Commander Police Lieutenant General Bernard Banac.

The NAPOLCOM had also blocked the reassignment of at least 11 other police officials affected by Torre's order.

Issued on August 14, NAPOLCOM Resolution 2025-0531 directed the return of Nartatez and Banac to their posts.

The resolution provided that Torre's latest appointments did not pass through the NAPOLCOM en Banc, which is headed by Interior and Local Government Secretary Jonvic Remulla, and violated relevant laws.

It cited that non-compliance with the requirements "shall subject accountable officers to administrative sanctions." — VDV, GMA Integrated News
