DOJ's Remulla to sign lookout order vs DPWH execs, contracts

Justice Secretary Jesus Cripin Remulla said Wednesday he will sign the immigration lookout bulletin order against Department of Public Works and Highways officials and contractors involved in the ongoing probe into the alleged anomalous flood control projects. 

"Pipirmahan ko mamaya...kasi ang tendency ng tao tumakas talaga. At the earliest opportunity, tatakas 'yan," Remulla told reporters when asked about the letter sent by DPWH Secretary Vince Dizon.

(I will sign it later...because the tendency of people is to escape at the earliest opportunity.) 

Dizon said in his letter to Remulla that the timely issuance of an ILBO against the individuals tagged in the ongoing probe on flood control projects controversy is “of utmost necessity to enable current investigations to proceed without delay and hold those liable accountable to the Filipino people.”

Those requested to be included in the immigration bulletin are:

The Bureau of Immigration said they will implement the order once they receive it. 

Remulla, meanwhile, said he will mobilize the National Bureau of Investigation to look into the flood control projects.

“Kanina kinausap ko ‘yung isang NBI agent, pinapunta ko dito, kasi gusto kong mag-form ang NBI ng isang ano, grupo that will look into this, ‘yung investigation,” he said.

(I spoke with an NBI agent earlier, I asked him to come here, because I want the NBI to form a group that will look into this, the investigation.)

He said that no one will be spared in the investigation. 

“Wala tayong sisinuhin dito. Lahat ng kasama, kasama talaga diyan,” he said.

(We will not spare anyone here. Everyone involved will truly be included.)

Meanwhile, Remulla said he may get an update on the possible whistleblower regarding the ghost flood control projects this coming Saturday.

The secretary previously said he was approached by a lawyer who represents one of the top 15 contractors that were awarded government-funded flood control projects that were named by President Ferdinand Marcos Jr.

Remulla also met with BOC Commissioner Ariel Nepomuceno on strengthening the coordination between the two agencies to ensure that cases that will be filed against smuggling, especially agricultural smuggling, are air-tight.

“Unang-una, ire-review namin o rerepasuhin namin ng DOJ team… gagawa kami ng team between DOJ at BOC upang magkaroon ng working na talagang regular na magkikita, mag prioritize ng mga kaso, maghahanda, hanggang sa documentation, hanggang pagsampa niyan,” he said.

(First of all, we will review with the DOJ team… we will form a team between DOJ and BOC so that there will be a working group that will regularly meet, prioritize cases, and prepare, up to documentation, and up to filing the cases.)

He said the collaboration will also extend to the flood control projects. 

Nepomuceno also clarified that they are not targeting the Discayas, following the implementation of a search warrant at St. Gerrard's office in Pasig.

“Nagkatoon ‘yan lang ang una nating napa-approve na search warrant. At hindi lang naman sasakyan ang ating binabantayan. Marami pang posible sa point of view ng BOC,” he said.

(It just so happened that this was the first search warrant that was approved. And it’s not only vehicles that we are monitoring. There are still many other possibilities from the point of view of the BOC.)

The commissioner said the BOC will also look into aircraft and sea vessels.—AOL, GMA Integrated News
