Hontiveros: Joseph Sy’s ‘Filipino’ parents not in PSA records
The supposed Filipino parents of nickel businessman Joseph Sy do not exist in the Philippine Statistics Authority’s data, Senator Risa Hontiveros said.
Hontiveros said that Sy claimed in his documents that he was of Filipino parentage, with his mother being Aida Samson Cue and father being Emilio Toledo Sy. It was also indicated on his certificate of live birth that his parents were married on June 18, 1964 in Balanga, Bataan.
However, upon seeking copies of documents from the PSA, the senator noted that both individuals had negative records of birth and of death.
“Ito na po ang certification ng Philippine Statistics Authority. Pinagsisinungalingan po ‘yung mga nakasaad sa kanyang birth certificate na pangalan ng ina, pangalan ng ama, at ‘di umanong kasal na naganap daw sa dalawang taong iyon,” the Senate deputy minority leader said.
(This is the certification from the Philippine Statistics Authority. It belies the information stated on Sy's birth certificate about his mother's name, father's name, and their marriage.)
“Pati po ‘yung record of marriage sa pagitan ‘di umano nina Emilio Toledo Sy at Aida Samson Cue, negative po sa PSA-CRS database. Wala pong ganyang dalawang individual, wala pong ganyang couple na ikinasal po dito sa Pilipinas,” she added.
(The PSA-CRS database showed that the record of marriage between Emilio Toledo Sy and Aida Samson Cue was negative. There are no such individuals, and no such couple got married in the Philippines.)
Hontiveros also stressed that Sy’s birth registration was delayed by 41 years.
“[Sa] affidavit for delayed registration of birth, kung saan nga po nakalagay ‘yung claim na born siya nung October 10, 1966, pero at the bottom, ang date issued niyang affidavit for delayed registration of birth, date issued ay May 25, 2007,” she continued.
(Based on his affidavit for delayed registration of birth, where it is stated that he was born on October 10, 1966, at the bottom it was stated that his affidavit was only issued on May 25, 2007.)
“Talaga ba na namuhay siya, ‘di umano dito sa Pilipinas, bago siya kumuha kahit ng affidavit of acknowledgement or admission of paternity at saka affidavit for delayed registration of birth?”
(Did he really live here in the Philippines before he got an affidavit of acknowledgment or admission of paternity and an affidavit for delayed registration of birth?)
To recall, Hontiveros had filed proposed Senate Resolution No. 93, calling for the appropriate Senate committee to investigate Sy’s case.
She has alleged that Sy is “the same” person as Chinese citizen Chen Zhong Zhen.
The Bureau of Immigration had confirmed that Chen Zhong Zhen, 60, arrested at the Ninoy Aquino International Terminal 3 on August 21 for misrepresenting himself as a Filipino, is Sy.
The senator also flagged the enlisting of Sy as part of the Philippine Coast Guard (PCG) Auxiliary unit, saying that he is just posing as a Filipino like ousted Bamban, Tarlac mayor Alice Guo.
The PCG then announced that it had delisted Sy from its Auxiliary unit over misrepresentation of his citizenship. —AOL, GMA Integrated News
