House solons 'parked' insertions in 2025 national budget to other districts — Tiangco
Some House lawmakers allegedly “parked” their budget insertions to other congressional districts under the 2025 national budget, Navotas City Representative Toby Tiangco said Monday.
Testifying before the Senate blue ribbon committee hearing, Tiaongco alleged that some legislators temporarily put their budget insertions in other congressional districts, resulting in ballooning allocations.
“Dalawang term po yan kung matatandaan ninyo — parking at sagasa,” Tiangco told the Senate panel.
(They have two terms — parking and railroad.)
“‘Yung parking nakiusap ka sa district congressman, pumayag ang district congressman. Yung sagasa, wala kang magagawa sa ayaw mo at gusto,” he said.
(If the insertion was parked, the district congressman agreed to it but if it was railroaded, the insertion was included to their budget whether they agreed or not.)
The House lawmaker made the allegations as he presented his findings on the supposed P13.8-billion worth of insertions in the 2025 national budget, tagging then-House Appropriations Committee chairperson Zaldy Co as its proponent.
“Ang sabi ng ilang congressmen, hindi kanila yan. Normally, kung yan ang ni-request ko, dapat ako ang proponent at congressional district. Kapag magkaiba, magtataka kayo kung bakit,” Tiangco added.
(Some congressmen said the requests were not theirs. Normally, if they requested that they will be the proponent and congressional district representative. If they are different, then it will raise questions.)
