Dismissed DPWH Engineer Henry Alcantara refuses to sign waiver on bank secrecy, phone logs
While he agreed to submit his Statement of Assets, Liabilities and Net Worth (SALN), dismissed Department of Public Works and Highways (DPWH) district engineer Henry Alcantara declined the request to sign a waiver that would allow access to his bank and phone records.
“Wala naman po akong tinatago pero siguro naman po it’s my right to reject yung request niyo,” Alcantara said during the ongoing House Infrastructure Committee (InfraComm) hearing into the alleged anomalous flood control projects on Tuesday.
(I am not hiding anything but I think it’s my right to reject your request.)
It was Akbayan party-list Rep. Chel Diokno who asked Alcantara on his willingness to sign the bank secrecy waiver. He likewise inquired if the ex-DPWH official is willing to sign a waiver for his phone records.
“I would like not to sign the waiver because there’s something personal. May pampamilya po dyan,” Alcantara said.

Meanwhile, Alcantara said he is willing to disclose his SALN while serving as DPWH district engineer in Bulacan.
Diokno on Monday urged members of the House of Representatives and officials of the DPWH who were implicated by the Discaya couple to disclose their SALNs.
The legislator also called on the said officials to sign waivers on bank secrecy to clear their names over the allegations of corruption by Pacifico "Curlee" Discaya and Cezarah "Sarah" Discaya. — BAP, GMA Integrated News
