LTO suspends driver’s licenses of DPWH engineers linked to flood control mess
The Land Transportation Office (LTO) has ordered a 90-day suspension for the driver’s licenses of dismissed Department of Public Works and Highways (DPWH) Bulacan First District Engineer Henry Alcantara, Assistant DIstrict Engineer Brice Hernandez, and 3 others.
Also included in the suspension are Jaypee Mendoza, Edrick San Diego, and Arjay Domasig who have been dubbed "BGC Boys" or Bulacan Group of Contractors in casino circles.
The LTO said the suspension was "for alleged willful misrepresentation of material information in application for a Driver's License (RA10930) and Imitation and False Representation (Sec. 31 of R.A. 4136)."
Alcantara, in a Senate probe last week, admitted using an alias and a fake ID to enter a casino.
"Based on the Senate hearing dated 08 September 2025, Mr. Alcantara was found using driver's license under the alias "Joseph Castro Villegas." Upon verification, it was confirmed that the license in question was fraudulent and not issued by this Office," LTO said in its show cause order.
"Further investigation revealed that Mr. Alcantara had used the false identity to evade legal accountability, licensing requirements, or prior sanctionsm," it added.
Under the Administrative Code of 1987, government employees are prohibited from gambling.
Government officials and employees are also prohibited from entering a casino under Memorandum Circular No. 6 series of 2016 of the Office of the President.
Meanwhile, the BGC Boys are also being called to submit a written explanation to the LTO office on Friday.
“The minimum is perpetual revocation ng authentic license nila at perpetual disqualification—use of fake license ‘yan,” said LTO Assistant Secretary Vigor Mendoza.
