September 21 protesters begin to assemble at EDSA People Power Monument
Protesters on Sunday morning have started to assemble at the People Power Monument on EDSA, Quezon City as part of the mass protest rallies on September 21, 2025 against corruption following reports of anomalous flood control projects in government amounting to billions of pesos.
The rally, dubbed as “Trillion Peso March”, started to attract protesters around 7 a.m., building up in front of the monument and some portions of White Plains Avenue.
Around 30,000 people are expected to attend the EDSA protest, the event’s spokesperson Kiko Aquino Dee said.
The protest action is demanding accountability for all cases of corruption across all administrations, according to Dee.
He noted that the rally is not in support of any political bloc and not calling for the ouster of any politician.
Dee told GMA News Online that the organizers are aiming to have a peaceful protest. He said they are ensuring that no groups with different agenda will be able to hijack the gathering.
Aside from this, another protest action dubbed as “Baha sa Luneta: Aksyon Na Laban sa Korapsyon!” will be conducted at Luneta Park in Manila on Sunday morning.
The National Capital Region Police Office (NCRPO) has been on full alert since Saturday to secure the conduct of the September 21 rallies.
According to the Philippine National Police (PNP), around 50,000 police personnel have been deployed who will observe maximum tolerance to protesters with over 9,000 assigned to the rallies in Metro Manila.
President Ferdinand “Bongbong” Marcos Jr. has called for an investigation into anomalous flood control projects as many parts of the country have been submerged amid heavy rains in the past months.
The Senate and the House of Representatives have launched their respective investigations.
Some flood control projects were found to be ghost projects.
Several protests started to break out as the public called out the luxurious lifestyle of government contractors and officials involved—including their families—on social media.
