LTO orders nationwide reshuffle of district chiefs for underperformance

The Land Transportation Office (LTO) said on Friday it would implement a reshuffle of chiefs of district offices nationwide due to underperformance in delivering services. 

The memorandum stemmed from a review of monthly accomplishment reports, which found a slowdown in the distribution of license plates and a drop in apprehensions for unregistered vehicles and other violations.

"It has come to my attention that the performance level of all regions has declined. (In fact, some never improved.) Plate distribution has slowed down, apprehensions for unregistered vehicles, and other violations have significantly dropped, and outreach licensing and registration activities have almost come to a halt. Furthermore, the rollout of key programs, particularly those announced in the SONA, has been delayed," said LTO chief Vigor Mendoza II in the memorandum dated October 1. 

Among the key programs mentioned in the last State of the Nation Address of President Ferdinand "Bongbong" Marcos Jr. was the quick and fast distribution of license plates, and of the official receipt/certificate of registration. 

The LTO chief pointed out that "District Officers are becoming complacent in their positions, especially those who have been holding the same office since the beginning of this administration. There are, of course, exceptions."

"Since you are in the best position to identify these exceptions, you are hereby directed to submit to the Office of the Executive Director, not later than 5:00 p.m. of Friday, October 3, your proposed reassignments of District Officers," the memorandum ordered. 

"Upon review of your submissions, we shall immediately implement this wake-up call," the document read. — VDV, GMA Integrated News
