ICI: 6 flood control projects in Vintar, Ilocos Norte not ‘ghosts’


The Independent Commission for Infrastructure (ICI) has found that six flood control projects in Vintar, Ilocos Norte were not “ghosts,” as it conducted inspections in the province.

According to Joseph Morong’s Thursday report on “24 Oras,” among these flood control projects are those located along the Bongo River and Sinigpit Creek.

The contractors of the two flood control projects are companies owned by couple Pacifico and Sarah Discaya.

ICI special adviser Rodolfo Azurin Jr. said engineers are now verifying whether the flood control projects have met the standards.

ICI chairperson Andres Reyes Jr. said the commission will be transparent and check if there are ghost flood control projects in the country.

Reyes made the statement as ICI will recommend the filing of charges against former Public Works secretary Manny Bonoan, three more current and former senators, and others over alleged corruption in flood control projects.
