Zaldy Co releases list of projects in alleged P100-B insertions in 2025 budget

Resigned Ako-Bicol party-list Rep. Zaldy Co released Friday a list of projects included in the alleged P100-billion insertions in the P6.352 trillion national budget for 2025.

Co posted the list on his social media account. The projects were implemented in various areas nationwide, with the cost ranging from P5 million to as much as P350 million. 

This was after he accused, in a video message, President Ferdinand "Bongbong" Marcos Jr. of ordering him and then Speaker Martin Romualdez of inserting P100 billion worth of projects in the 2025 budget.

The budget items worth P81 billion include:

  • roads and highways construction
  • road slope protection structure 
  • diversion road
  • flood mitigation project 
  • cross country road
  • construction of road with drainage system
  • construction of access road leading to TPLEX
  • flyovers 
  • viaduct
  • bridges
  • road rehabilitation
  • asphalt overlay 
  • rehabilitation of road network
  • rehabilitation of road and drainage
  • cross country road package
  • bypass road
  • construction of coastal road/shore protection
  • construction of revetment 
  • construction of riverbank structure, including irrigation system
  • improvement of road and drainage system
  • installation of road safety devices, informative signs and solar lighting
  • rehabilitation of damaged slope protection and
  • rehabilitation of DPWH - Quezon City 2nd District Engineering Office Building

Based on the list, the Office of the President got P5.4 billion insertions for the hosting of the Association of Southeast Asian Nations Meetings and Summits in 2026.

The second largest amount of insertion went to the Department of Information and Communications Technology (DICT)’s Free Public Internet Access Fund, which was allocated P5 billion to finance the initial roll out of the Common Tower Project in pilot sites and support the continued implementation and expansion project.

The third largest went to National Electrification Administration at P2 billion for additional budget for Sitio Electrification, Brgy. Line Enhancement Program and Photovoltaic Mainstreaming Program.

Ranking fourth among budget items funded by the P100 billion insertion was the Philippine Coconut Authority’s Coconut Fertilization Program, which was allocated P1.86 billion.

Other budget items that breached the billion mark include:

  • P1.5 billion for DICT’s e-Government Systems Development (eGovSD)-Maintenance, Security and Integration of the current Digital Platforms, as well as the National Government Data Center-Digital National ID and National ID eVerify
  • P1 billion for Philcoa’s Massive Coconut Planting program
  • P1 billion for the National Housing Authority’s Comprehensive and Integrated Housing Program 
  • P1 billion for National Housing Authority’s  Resettlement Program for Informal Settler Families Affected by the Supreme Court's Mandamus to clean up the Manila Bay Area
