DHSUD: Private developers have until March 2026 to comply with balanced housing law
The Department of Human Settlements and Urban Development (DHSUD) has given concerned private developers more time to comply with the Balanced Housing Development Program (BHDP) as mandated by Republic Act 10884.
In a statement on Monday, DHSUD Secretary Jose Ramon Aliling said private developers of new residential subdivisions and condominium projects were originally given until Dec. 31, 2025 to comply with RA 10884 that required them to provide for socialized housing.
“In view of the current economic reverses and lack of ample time to recover from recent typhoons, earthquakes and other fortuitous events, the said effectivity of the ancillary sanctions is further suspended, for the last time, until 31 March 2026,” a memorandum issued December 15 said.
Aliling said this move is part of the DHSUD’s contribution to the national economy, while sustaining the Expanded Pambansang Pabahay para sa Pilipino (Expanded 4PH) Program.
“Ang mga private developers ay ka-partner natin sa nation-building. Malaking bagay na patuloy sila sa pag-construct upang makaambag tayo sa pagpapalago ng ating ekonomiya sa gitna ng mga nangyayari ngayon,” he said.

“Dahil sa extension na ito, inaasahan natin na mapapaigting at mapapabilis ng private sector ang paggawa ng mga socialized housing projects sa ilalim ng Expanded 4PH Program alinsunod sa direktiba ni Pangulong Ferdinand R. Marcos Jr.,” Aliling added.
(Because of this extension, we expect that the private sector will expand and expedite its construction of socialized housing projects under the Expanded 4PH Program, in accordance with the directive of President Ferdinand R. Marcos Jr.)
All socialized housing projects under the Expanded 4PH Program, including subdivision and condominium developments, are covered by the BHDP.
In July, the DHSUD discovered that some private developers have yet to comply with the BHDP.
As stated in RA 10884, the BHDP required developers of new residential subdivision and condominium projects to provide for socialized housing, either by developing socialized housing on-site that should be at least 15% for subdivisions and 5% for condominiums, or through alternative compliance options. — JMA, GMA Integrated News
