VP Sara Duterte impeach raps transmitted to House Speaker
House Secretary General Cheloy Velicaria-Garafil has formally transmitted two impeachment complaints against Vice President Sara Duterte to the Office of Speaker Faustino “Bojie” Dy III.
In a statement on Friday, Garafil said the documents were forwarded Thursday afternoon after her office completed receipt and verification of the complaints and their endorsements.
“Upon receipt and verification of the complaints and their accompanying endorsements, the Office of the Secretary General forwarded the documents to the Office of the Speaker for appropriate action,” she said.
The first verified impeachment complaint was filed by members of the Makabayan Coalition and endorsed by ACT Teachers party-list Rep. Antonio Tinio, Gabriela Women’s Party Rep. Sarah Jane Elago, and Kabataan party-list Rep. Renee Louise Co.
TIMELINE: Impeachment proceedings vs. Vice President Sara Duterte
Among the complainants are current and former progressive lawmakers and leaders including France Castro, Arlene Brosas, Liza Maza, Neri Colmenares, Renato Reyes Jr., Raymond Palatino, among others.
The second impeachment complaint was endorsed by Mamamayang Liberal Party-list Rep. Leila de Lima and Akbayan Party-list Rep. Perci Cendaña.
Petitioners are from progressive organizations and civil society groups including Francis Joseph Aquino Dee, Sylvia Estrada Claudio, Teresita Quintos Deles, former Ifugao Rep. Teodoro Baguilat Jr., and labor leader Josua Mata, among others.
In a statement, Bicol Saro Party-list Rep. Terry Ridon, House public accounts committee chairperson and justice committee member, said the transmitted impeachment complaints can be expected to be included in the Order of Business of the plenary as early as February 9, 2026.
However, he said, this does not preclude one-third of all House members from endorsing articles of impeachment against Duterte "for direct transmittal to the Senate, so long as no plenary referral has yet been made to the House Committee on Justice." —VAL/AOL, GMA Integrated News
