ICI submits accomplishment report to Marcos’ office


The Independent Commission for Infrastructure (ICI) on Friday submitted its 125-day report to the Office of the President, highlighting its accomplishments since it began operations in September 2025. 

In a statement, the ICI noted that from September 15, 2025 to January 18, 2026, it was able to submit nine referrals to the Office of the Ombudsman, covering 65 individuals. 

The commission said it also coordinated the referral of another set of 66 individuals to the Department of Justice (DOJ) for the issuance of immigration lookout bulletin orders. 

Among the big names that the ICI recommended to be charged over the anomalies in flood control projects were former senator Bong Revilla Jr., Senators Joel Villanueva and Jinggoy Estrada, and former Ako Bicol Rep. Zaldy Co. 

“Within just over three months, and operating with constrained manpower and resources, the Commission delivered substantial and measurable results,” the commission said. 

The ICI also pointed out that it contributed to the freezing of 6,692 bank accounts and the preservation, seizure, or surrender of assets with an estimated total value of P24.7 billion. 

These assets, the commission said, included 229 motor vehicles, 394 insurance policies, 161 real properties, 16 e-wallet accounts, 10 air assets, and other properties, based on the report of the Anti-Money Laundering Council (AMLC).

The ICI also said it conducted 32 hearings in a span of approximately 44 hours, covering 36 witnesses. 

“The Commission’s hearings and proceedings involved 25 notable personalities, consisting of 7 senators, 13 members of the House of Representatives, and 5 agency heads. To validate findings on the ground, the ICI carried out a total of 16 site inspections covering multiple regions,” the commission said. 

The ICI likewise processed a thousand documents and issued 160 investigative communications in the form of invitations and subpoenas. The commission also included in its accomplishment report the publishing of livestreaming guidelines for its proceedings. —LDF, GMA Integrated News
