DICT launches digital ID system for delivery riders
The Department of Information and Communications Technology (Department of Information and Communications Technology) on Monday launched a digital identification system for delivery riders aimed at improving security, accountability and consumer trust in the country’s growing courier and delivery industry.
The initiative includes the rollout of the Messenger Work License (MWL) Virtual ID and the Phase 2 launch of the Private Express and Messengerial Delivery Service (PEMEDES) Licensing Portal during an event at the DICT Central Office in Quezon City.
According to the DICT, the courier and delivery sector has long operated under varying standards for rider accreditation and identification, creating gaps in accountability, fraud prevention, consumer protection and the recognition of legitimate delivery personnel.
“Every delivery matters. Every rider deserves recognition. Through the PEMEDES Licensing Portal, we are making delivery services more professional, more accountable, and more secure for everyone,” DICT Secretary Henry Aguda said.
Developed by the DICT’s Management Information Systems Service, the PEMEDES portal serves as the government’s official platform for regulating delivery services. It allows riders and operators to register online, submit requirements, undergo identity verification, and obtain a digital ID.
The portal integrates with the Philippine Statistics Authority’s e-Verify system and uses National ID verification, facial recognition, automated document processing, AI-assisted data extraction, and QR-enabled identification to streamline licensing and facilitate real-time approval once all requirements are completed.
The DICT said the system provides messengers with official recognition and a verified digital identity, while giving operators a standardized mechanism for validating credentials and ensuring compliance with regulations.
It also aims to strengthen public confidence by ensuring delivery personnel are properly identified and operate under national safety and accountability standards.
Representatives from courier, logistics and delivery firms, including Foodpanda, LBC Express, Angkas Padala, Flash Express, JoyRide, and GO21, attended the launch.
The PEMEDES Licensing Portal forms part of the DICT’s broader effort to modernize government services and support the country’s digital economy through technology-driven solutions.—MCG, GMA News
