LTO: Validity of expired driver's licenses, vehicle registrations this July extended after LTMS issues

The Land Transportation Office (LTO) on Thursday announced that the validity of driver’s licenses, and motor vehicle and motorcycle registrations, which expired starting July 1, 2026 are extended until further notice following recent downtime and slowdown in the Land Transportation Management System (LTMS).

Under Memorandum Circular No. MVL-2026-5271, the following documents that also expired on the said date are also extended:

  • Conductor’s License
  • Student-Driver’s Permit
  • Medical Certificate

The LTO assured that no late fees or penalties will be collected for all renewals covered by the said extension while the Memorandum Circular is in effect.

“The Memorandum Circular shall take effect immediately and shall remain in full force until the MID certifies the complete resolution of the system downtime and slowdown affecting the LTMS, upon which a subsequent Memorandum Circular shall be issued to lift the extension herein granted,” the memorandum read.
