Sara Duterte files 2nd perjury complaint vs Madriaga

Vice President Sara Duterte on Monday filed a second perjury complaint against Ramil Madriaga, her alleged former aide who linked her to illegal campaign funding and cash deliveries.

According to the Office of the Vice President (OVP), Duterte personally appeared before the Taguig City Prosecutor’s Office to file the complaint.

She was accompanied by her legal counsel, Atty. Salvador Paolo Panelo, Jr.

In a statement, Panelo said the second complaint for perjury under Article 183 of the Revised Penal Code was filed against Madriaga in connection with his supplemental affidavit dated April 11, 2026.

“The complaint, consisting of approximately 1,000 pages, thoroughly exposes Madriaga’s malicious and deliberate falsehoods with sworn testimonies of the Vice President herself and 12 corroborating witnesses, government and other official documents and certifications, and contemporaneous messages, photographs, and public records,” Panelo said.

Duterte’s lawyer said the filing of the second complaint was technically unnecessary as Madriaga’s claims had “absurd and unverifiable nature” and that the details and evidence he gave “immediately and publicly collapsed under the slightest scrutiny.”

“However, it had to be done to ensure that Madriaga is held accountable under the law, and to unmask the malicious, baseless, and desperate character of the impeachment effort against the Vice President and of those behind it,” he added.

On March 4, Duterte filed the first perjury complaint against Madriaga also with the Taguig City Prosecutor’s Office, insisting that “false stories should not be used to confuse the public.”

Madriaga, who identified himself as a former aide and bagman of Duterte, alleged that drug dealers and Philippine offshore gaming operators (POGO) operators were funding the campaign “Inday Sara Duterte is My President (ISIP) Pilipinas.”

He also claimed that he was ordered by Colonel Dennis Nolasco and Colonel Raymond Lachica to deliver four duffel bags, each containing up to P35 million, to different individuals.

Both the Vice President and Lachica have denied the accusations against them.
