Baguio braces for typhoon ‘Frank’

BAGUIO CITY, Philippines - Typhoon “Frank" is expected to hit the city Sunday night and residents here have began stockpiling food, water and candles. The Office of Civil Defense here said that “Frank" would slam into Baguio around 9 p.m. In its advisory, OCD said Benguet is under signal no. 3. The US National Meteorological Center said that the typhoon has already "weakened 15 knots over the past 12 hours due to land interaction and increasing northeasterly vertical wind shear associated with the ridging to the north."
