A "24 Oras" report aired Monday evening, put the fatality count at six people confirmed dead but also said rescuers were still looking for workers who may have been trapped in the rubble.
Authorities have yet to determine who owns the construction site, and who the contractor for the project is.
In the meantime, initial findings suggest the steel used for the wall was substandard, prompting the Bulacan provincial government to launch an investigation that will begin on Tuesday.

The report said six others were injured and were already brought to Bulacan Provincial Hospital. Two of the injured were in critical condition, including a 17-year-old boy.
Ramos reported that the identities of the casualties were still being verified by authorities, but most of them were construction workers.
