"It's hard to assume (on the suspects). So far, we still don't have a suspect," a military source said.
The military report said Torchio was seized around 7 p.m. at the victim's pizza parlor in Barangay Miputak. The suspects posed as customers, the report said.
The victim and his abdcutors then boarded a pump boat which headed toward the direction of the 3rd district of Zamboanga del Norte.
"The victim has been targeted by kidnap for ransom groups several times when he was still an active priest," the report said.
Government security forces have since conducted pursuit operations.
For his part, Zamboanga del Norte Gov. Roberto Uy activated the provincial management body and discussed further government responses with concerned local officials, including police and military units in his area.
Torchio's abduction came two weeks after three foreigners - two Canadians and a Norwegian - and a Filipina were abducted by still-unidentified gunmen in a posh resort on Samal Island in Davao del Norte.
