Ombudsman suspends Camarines Norte governor for ignoring CSC order

(Updated 10:18 a.m., Oct. 22) The Office of the Ombudsman has ordered the one-year suspension of Camarines Norte governor Edgar Tallado over his failure to implement a Civil Service Commission (CSC) order to reinstate a provincial veterinarian who he had dismissed in 2012.
“Evidently, the oppression in this case emanated from the adamant and sustained refusal of Tallado to implement the CSC resolution, in collaboration with [Provincial Legal Officer] Mata,” a copy of the suspension order read.
“Considering the gravity of the offense under the premises, the imposition of the penalty of suspension for one year on Tallado, Mata and de la Cruz is warranted,” the Ombudsman added.
The anti-graft body further warned the respondents that further defiance to implement any CSC order in the future “would warrant [their] dismissal from the service”.
Based on the Ombudsman’s record, on Nov. 19, 2012, Tallado issued a memorandum dropping Gonzales from the rolls over the latter’s alleged unauthorized absences of more than 30 working days from March 1 to November 18, 2012, following his reassignment from the Provincial Veterinary Office to the Provincial Information Office.
Tallado’s memorandum was implemented on November 26, 2012.
In its decision, the CSC, however, noted that Gonzales was able to present evidence proving his attendance in the office including his biometrics log in and log out records.
The CSC also gave weight to Gonzales' testimony that the copy of the memorandum was only served to him on January 18, 2013, giving him no time to appeal Tallado’s order.
Tallado had earlier filed a motion for reconsideration on the CSC’s order, but the commission had denied his appeal. Still, Gonzales was not reinstated.
Just in May of this year, the administration’s Liberal Party expelled him from the party after the LP Membership and Conciliation Committee found him guilty of immoral acts in relation to his alleged scandalous extra-marital relationship.
Tallado last year hit the headlines after supposed photos of him and his alleged mistress spread on social media.
His wife Josie also went missing for several days and when she surfaced, she exposed on national television that her husband was threatening to harm her over the leaked nude photos. —NB/KG, GMA News
