The Bureau of Fire Protection has raised a "general alarm" according to a text message sent from a certain FO3 Baldrias, the ground commander on scene.
Amateur videos posted online shows a fireball between two masts purportedly from the facility.
Senior Supt Sergio Soriano, the BFP regional director, could not be reached by phone as of posting time. The regional director assumes command of firefighting operations in case of a general alarm.
Raymond Zorilla, spokesman of Phoenix Petroleum, was not picking up calls.
SuperRadyo dzBB reporter Hero Peewee Bacuno reported that authorities have ordered the evacuation of residents near the plant.
