Criminal, admin raps filed vs. Garins over mauling incident —police
Criminal and administrative complaints have been filed before the Office of the Ombudsman against Guimbal, Iloilo Mayor Oscar Garin Sr. and his son, Iloilo Representative Richard Garin, for the mauling of a police officer last Wednesday.
In a report on Dobol B sa NewsTV, RGMA Iloilo's Hope Gegantoca quoted Iloilo provincial police chief Senior Superintendent Marlon Tayaba as saying that seven criminal and four administrative cases have been filed against the Garins.

The criminal charges included direct assault, grave coercion, grave threat, physical injuries, slander by deeds, serious illegal detention, and alarm and scandal.
On the other hand, the administrative charges included grave misconduct, conduct unbecoming of a public official, oppression and abuse of power, and conduct prejudicial to the interest of the interest of the public.
According to Iloilo provincial police report last Wednesday, Mayor Garin and Rep. Garin mauled Police Officer 3 Federico Macaya who is assigned at the Guimbal Municipal Police Station.
Macaya was allegedly summoned by the public officials — for a still undisclosed reason — before he was disarmed and handcuffed at gunpoint, mauled, shamed and stripped of his personal belongings inside the police station.
Rep. Garin has apologized for the incident and said that his action was directed not at the entire police force but a "mere display of extreme frustration" over a single police officer's supposed disservice to the people.
President Rodrigo Duterte had ordered the Department of the Interior and Local Government (DILG) to file charges against the Garins.
DILG Secretary Eduardo Año last Thursday said there was clear ground for the withdrawal of the authority of Mayor Garin over the local police because of the mauling incident.
The Philippine National Police has also canceled the Garins' privilege to own, possess firearms and ordered them to surrender of the guns. The PNP has likewise also recalled their security escorts. —LBG/KBK, GMA News
