The arrest was confirmed by Philippine National Police Police Regional Office 7 (PRO-7) chief Police Brigadier General Debold Sinas.
Police had earlier arrested a certain Jonas Bueno in Davao City but had to clear him after investigation showed that he has no direct link with Silawan's murder.
Silawan was found dead in a vacant lot in Cebu last week, with her throat slit, her face skinned, and her body stabbed several times. —KBK, GMA News
