The declaration was approved by the Sangguniang Panlalawigan in a special session.
Local authorities agreed that the state of calamity will be in effect until the provincial disaster management council makes a recommendation for it to be lifted.
The municipality of Labo in Camarines Norte was earlier placed under state of calamity following the onslaught of Ulysses.
In its latest situational report, the provincial government said it recorded five deaths, 25 injuries, and four missing persons due to Ulysses.
