La Union places localities under an MECQ due to rise in COVID-19 cases


The La Union provincial government placed several of its localities under a modified enhanced community quarantine due to the rise in COVID-19 cases.

According to a social media post, Governor Francisco Emmanuel Ortega III placed San Fernando City and the municipalities of Agoo, Aringay, Naguilian, Luna, and Tubao under an MECQ, effective midnight of April 10, 2020.

While the Inter-Agency Task Force on Emerging Infectious Diseases had placed La Union under a modified general community quarantine, the provincial leadership thought it best to upgrade the restrictions after the province logged 1,319 active COVID-19 cases with an average daily attack rate of 19.75%.

With the MECQ in place, new border control policies would be implemented in  La Union until all its component local government units were placed under a lower category of community quarantine.

Main updates to the border control policy include:

  • RT-PCR test results are required regardless of origin and duration of stay outside the province,
  • travel for tourism and leisure was not allowed during the duration of MECQ,
  • travelers passing thru were required to show negative RT-PCR test result.
