HPG charges man posing as traffic enforcer in viral video
The Philippine National Police – Highway Patrol Group (HPG) has filed charges against a man allegedly acting as a force multiplier who was seen illegally issuing a traffic violation ticket to a motorist in a viral video.
“We have already taken action. As of now, we have filed a case of usurpation of authority,” HPG Deputy Director for Operations Police Colonel Bernard Marzal said during a press briefing.
The incident stems from a video uploaded on March 17 showing the man supposedly in Guiguinto, Bulacan wearing clothing marked “HPG” and attempting to perform traffic enforcement duties despite not being authorized, the HPG said.
Validation and verification of the incident were conducted shortly after the video circulated online. According to the HPG, the individual was operating without proper identification and was not wearing standard safety gear, such as a helmet, while on the road.
The HPG clarified that only duly authorized personnel may enforce traffic laws and issue citations, in accordance with existing laws and regulations.
Even accredited “force multipliers” or volunteers are not allowed to perform enforcement functions such as issuing tickets or apprehending violators.
Police said they are coordinating with the organization linked to the individual to determine accountability and possible administrative sanctions.
Authorities emphasized that while some groups are accredited as force multipliers, their roles are limited and subject to strict guidelines, including proper registration and regular renewal of accreditation.—MCG, GMA Integrated News
