Motorcycle-riding Dumanjug, Cebu mayor counterflowed, hits van in Minglanilla
The Land Transportation Office (LTO) in Region VII has issued a show cause order against Dumanjug, Cebu Mayor Efren Gica because of a viral vehicular accident that occurred on Sunday, July 19, 2026 in Minglanilla, Cebu, according to the report of GMA Regional TV's Fe Marie Dumaboc in "Saksi."
A video showed a motorcycle rider, later identified as Gica, counterflowed along the National Highway in Minglanilla town then hits a van that was turning left.
Gica, in an interview, admitted that he indeed counterflowed when he thought the road was clear. The motorcycle he was driving did not have a license plate number.
He explained that the registration for the motorcycle is being processed and the plate number needs a replacement. The plate number, certificate, receipt of the motorcycle was kept inside a bag.
The Minglanilla police said the two parties have come to an agreement so no case had been filed.
Gica also agreed to pay for the repair works on the van. His motorcycle is currently impounded.
On Tuesday, LTO Region 7 issued a show cause order against Gica, directed to personally appear before the LTO Region 7 Operations Division within five days from receipt of the order and submit a verified or sworn written explanation, together with any supporting evidence.
"The Show Cause Order cites initial findings and available documentary evidence indicating possible violations of the Land Transportation and Traffic Code, including Reckless Driving, operating a motor vehicle without displaying the prescribed number plate, and being an improper person to operate a motor vehicle, among other administrative sanctions that may be warranted under existing laws and regulations," the LTO said in a statement.
"Pending the outcome of the administrative investigation and in the interest of public safety and welfare, Mayor Gica's diver's license has been placed under a 90-day preventive suspension, effective immediately upon receipt of the Show Cause Order, with an accompanying directive to surrender his original driver’s license to the LTO," the agency added. — BAP, GMA News
