1987 vs. 2018: Tale of the tape between constitutions


President Rodrigo Duterte's Consultative Committee on July 9 submitted the draft of the constitution of the federal Philippines that the Chief Executive had in mind even before he ran for the presidency two years ago.

Aside from a request that he be spared from serving in a transition government and barred from running in the first presidential elections under the federal charter, Duterte favorably received the document crafted by the panel chaired by former Chief Justice Reynato Puno and such luminaries as former Senator Aquilino Pimentel Jr., the father of the Local Government Code.

The following is an attempt to compare the key provisions of the 1987 Constitution, drafted by the Constitutional Commission formed by then President Corazon Aquino, and those of the federal charter prepared by Duterte's Con-com.
