Pondo para sa benepisyo ng mga kawani ng DOST, dagdag sahod sa mga guro at nurse, iginiit

Hiniling ng mga mambabatas sa Kamara de Representantes ang paglalaan ng pondo para sa mga kawani ng Department of Science and Technology’s (DOST), at dagdag na sahod din para sa mga guro at nurses na nagsisilbi sa gobyerno. Sa pagdinig nitong Martes sa Kamara tungkol sa hinihinging P2.006-trilyong pondo ng pamahalaan para sa 2013, idinepensa ni DOST undersecretary Fortunato dela Peña ang P10.9 bilyong pondo na inilaan sa ahensiya para sa susunod na taon. Kasama sa naturang halaga ang P700-milyon na pondo na ilalaan para sa mandatory benefits ng mga tauhan ng ahensiya kabilang na ang nakatalaga sa Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA). Ayon kay Peña, ang P700 milyon ay ilalaan para maipatupad ang itinatakda sa Republic Act (RA) No. 8439 o ang Magna Carta for Scientists, Engineers, Researchers and Other Science and Technology Personnel in Government. “We need P700 million for 2013. It wasn’t included in our budget. Instead of appropriating it [benefits], we are asked to source it from savings. That is the system. But these days, it is impossible to have savings, because we are always asked to return the excess money," tugon ng opisyal sa tanong ni Bayan Muna party-list Rep. Neri Colmenares. “Napakahigpit na po nila ngayon," dagdag ni dela Peña patungkol sa Department of Budget Management (DBM). Matatandaan na nagsagawa ng protesta kamakailan ang mga tauhan ng PAGASA dahil sa patuloy na pagkakaantala ng kanilang mga benepisyo. Dahil sa protesta, mismong si Pangulong Benigno “Noynoy" Aquino III pa ang makipag-usap sa kanila at naggarantiya na makukuha ang naantalang mga benepisyo. Sa naturang pagdinig, iminungkahi ni Colmenares na magre-align ng pondo ang Kongreso para matiyak na maibibigay sa tamang oras ang benepisyo ng mga kawani ng DOST. “Much is expected from DOST. We always have typhoons and you are demanded to give weather reports by the hour, respond to disasters, among other. Why are these benefits up to DBM’s discretion when it is provided by law? It was made into law so that these benefits will be automatically provided," ayon sa kongresista. Sahod ng guro at nurse Samantala, nanawagan din sa pamahalaan si Aurora Rep. Juan Edgardo Angara, chairman ng House committee on higher and technical education, na ihanda na ang fourth tranche ng salary increase na nakasaad sa Salary Standardization Law III o SSL III (Joint Resolution 04). Ayon sa kongresista, nararapat na mabigyan ng sapat na sahod ang mga guro at nurse bunga na rin ng patuloy na pagtaas ng halaga ng pamumuhay sa bansa. “Quality education and healthcare are crucial to improving the welfare of our people as these pave the way for good employment opportunities," paliwanag ni Angara. “Unfortunately under the SSL, our teachers and nurses receive much less than they deserve which forces them to find jobs outside the country." Sinabi ni Angara, na ang minimum salary para sa public school teacher ay P17,255 bawat buwan sa ilalim ng Salary Grade (SG) 10, at P18,549 naman bawat buwan sa mga government nurses sa SG 11. “The Nursing Act of 2002 [RA 9173] actually pegs the minimum salary for nurses at around P24,000 a month or SG 15, but the implementation of the SSL puts it much lower," puna ng kongresista. -- RP/FRJ, GMA News
