Magna Carta para sa mga mahihirap, inaasahan na magiging batas

Inaasahan ng mga mambabatas na pipirmahan ni Pangulong Benigno "Noynoy" Aquino III para ganap na maging batas ang Magna Carta of the Poor na pinaniniwalaang makatutulong sa mga mahihirap na Pilipino. Sa ilalim ng panukalang batas na inaprubahan ng Kongreso, ilang bahagi ng kita mula sa Philippine Amusement and Gaming Corporation (PAGCOR) at Philippine Charity Sweepstakes Office (PCSO), ay ilalaan sa mga programa para sa mga mahihirap tulad ng pagkakaloob ng subsidiya. “The government must now take the side of the poor because the issue of poverty has become a critical question of survival. The state intervention is the only realistic route to take to uplift the poor while long term measures, strategies and solutions for poverty reduction are being put in place,” ayon kay Cebu Rep. Rachel Marguerite Del Mar, isa sa mga may-akda ng panukala. “Only when the poor are economically empowered will they be able to participate in the democratic process of setting national goals that affect their daily lives,” pahayag naman ni Alagad Party-list Rep. Rodante Marcoleta, co-author ng panukalang batas. Sa isang survey na isinagawa ng Social Weather Station (SWS), lumitaw na 10.9 milyong Pinoy ang ikinukonsidera ang kanilang buhay na mahirap. Basahin: SWS: 10.9-M Pinoy families view selves as poor in end-2012 Nakapaloob sa panukalang batas na 20 porsiyento ng bahagi ng gobyerno sa kita mula sa PAGCOR at 50 porsiyento na bahagi ng gobyerno sa kita mula sa lotarya ng PCSO ang dapat ilaan sa mga programa para matulungan ang mga mahihirap. Bukod dito, 50 porsiyento na bahagi ng gobyerno sa kikitain sa pagbebenta ng sequestered assets, at 50 porsiyento sa kikitain sa mga isasagawang subasta ng mga nasabat na produkto ng Bureau of Customs ay ilalaan din sa mga pro-poor program. “The bill will institutionalize the basic rights of the poor, the right to food, the right to employment and livelihood, the right to quality education, the right to shelter, and the right to basic health services and medicines,”  ani Del Mar. Inatasan sa panukalang batas na magtulungan ang National Anti-Poverty Commission (NAPC), Department of Social Welfare and Development (DSWD), Presidential Commission for the Urban Poor (PCUP), mga local government unit (LGUs), mga Civil Society Organization (CSOs) at Peoples Organization (POs), sa pagbuo ng consultative council para sa pagpapatupad ng programa sa pagtulong sa mga mahihirap na Pilipino. Ang Department of Budget and Management (DBM) naman ang binigyan ng responsibilidad para tiyakan ang paglalaan ng pondo sa mga isasagawang programa. - RP/FRJ, GMA News
