Miriam: Testimonya ni Napoles, dapat nang ipreserba dahil sa mga banta sa kanyang buhay

Kinakailangan na umanong ipreserba ang testimonya ni Janet Lim-Napoles, ang umano'y mastermind sa P10-bilyon pork barrel scam, dahil sa mga banta sa kanyang buhay, inihayag ni Senator Miriam Defensor-Santiago nitong Lunes.

 

Sa isang pahayag, sinabi ni Santiago na pinapayagan ng Rules of Court ang pagbibigay ng testimonya "for future use" bago ang pagdinig sa pamamagitan ng "deposition and discovery" na paraan.

 

“Any adverse event could prevent Napoles from fully identifying the senators and congressmen with whom she had PDAF [Priority Development Assistance Fund] transactions. For example, any of the suspects could hire operatives to silence her, or she might inflict physical damage on herself. She might contract a life-threatening ailment. For any of these reasons, the Rules of Court allows her to give her testimony well before trial,” inihayag ng senador.

 

Dagdag niya, maaari umanong mabawasan ni Napoles ang pagbabanta sa kanyang seguridad sa oras na pangalanan na niya ang mga politikong sangkot sa umano'y anomalya.

 

“It can reasonably be expected that Napoles will name the senators and representatives as expected adverse parties. The Rules require her to serve notice at least 20 days before the date of hearing,” ani Aquino.

 

Noong Miyerkules, sumuko si Napoles kay Pangulong Benigno Aquino III matapos iutos ang kanyang pag-aresto kaugnay ang kasong serious illegal detention.

 

Noong Linggo, inilipat si Napoles mula sa Makati City Jail sa Fort Sto. Domingo sa Laguna.

 

'Bring court to the prisoner'

 

Samantala, iminungkahi ni Senate President Franklin Drilon sa Philippine National Police (PNP) na hilingin sa korte na ilipat ang pagdinig ng kaso ni Napoles malapit sa Fort Sto. Domingo.

 

"You don't have to bring the prisoner to the court. You just have to bring the court to the prisoner," ani Drilon sa budget hearing ng Senado.

 

Sinuportahan ni Senator Francis Escudero ang mungkahi ni Drilon sapagkat maaari umanong humarap sa panganib si Napoles sa kanyang paglalakbay mula Laguna tungong Makati para sa paghaharap niya sa korte.

 

"Fort Sto Domingo is 46 kilometers away from Makati. Isn't it a valid concern for the PNP that you would bring Mrs. Napoles each time she has a hearing to travel 46 kilometers to and from? Can't we place her in a closer but relatively secure detention facility?" ani Escudero.

 

Ayon naman kay Interior Secretary Manuel "Mar" Roxas II, na namumuno sa PNP, maaaring ikonsidera ng kanyang ahensya ang mga mungkahi ng mga senador kung mahihirapan ang mga pulis sa pagbyahe kay Napoles sa Makati pata sa kanyang arraignment.

 

"So far, we just complied with order of the court. Perhaps once we have accumulated all the costs and information, it is not beyond the PNP to go to the court and say, this is how much it costs us and this is how much disruption it costs," ani Roxas.

 

Sa kanyang pagdinig, inihayag ni PNP chief Director General Alan Purisima na 20 mga opisyal ng pulis ang magsisiguro ng seguridad ni Napoles sa Fort Sto. Domingo. — Amanda Fernandez/RSJ, GMA News
