Kontrobersiyal na bidding ng Mactan-Cebu Intl Airport project, hahalungkatin sa Kamara

Suportado ni Speaker Feliciano Belmonte Jr. ang gagawing imbestigasyon sa Kamara de Representantes tungkol sa kontrobersiyal na bidding ng Mactan-Cebu International Airport (MCIA) expansion project na nagkakahalaga ng P17.5 bilyon.

Sinabi ng lider ng Kamara na lubhang mahalaga ang proyekto kaya dapat itong bigyan ng prayoridad para malaman kung may basehan ang mga alegasyon.

Sa inihaing dalawang resolusyon ng mga kinatawan mula sa Cebu, kabilang sa mga kontrobersiya na binanggit tungkol sa bidding ay, "conflict of interest and questionable financial capacity" at "possible violations on qualification requirements of the highest financial bidder."

"Yes, para mapadali," pahayag ni Belmonte tungkol sa gagawing imbestigasyon upang mapabilis umano ang pagpapatupad ng proyekto.
 
Kabilang sa mga naghain ng resolusyon para imbestigahan ang proyekto ay sina Cebu Reps. Raul del Mar (Cebu City, North District), Joseph "Ace" Durano (5th district), Benhur Salimbangon (4th district), Gwendolyn Garcia (3rd district), Aileen Radaza (Lapu-Lapu City), Rodrigo Abellanosa (Cebu City, South District) and Wilfredo Caminero (2nd district) at Gerald Anthony Gullas Jr. (Cebu, First District).

Aalamin sa gagawing imbestigasyon kung may katotohanan na may nilabag sa bidding rules ang Megawide Construction Corp. at Bangalore-based GMR Infrastructure Ltd., na nagbigay ng pinakamataas na alok na aabot sa P14.4 bilyon.

Ayon kay House Deputy Majority Leader Jorge Banal (Quezon City), ipinasa na ng House committee on rules ang HR No. 782 sa House committee on transportation, habang ibibigay sa kinauukulang komite ang HR No. 863, na patungkol din sa nasabing usapin.

"I support the quest of the representatives of Cebu to determine if due diligence was exercised. Like them, I'm interested in verifying allegations regarding the controversial performance in airport development projects in Maldives and India of the highest financial bidder," ayon kay Banal.

Dagdag niya, "There are also reports according to HR No. 782 that the same bidder is heavily indebted and has been incurring financial losses, obviously, these issues need to be threshed out."

Pansamantalang naantala ang pagkakaloob ng Department of Transportation and
Communications (DoTC) ng proyekto sa nanalong bidder dahil sa reklamo ng second-highest bidder na Filinvest Development Corp. at Changi Airports na nag-alok ng P13.999 bilyon. -- RP/FRJ, GMA News
