Resulta ng BOL plebiscite, aabutin ng apat na araw — Comelec

COTABATO CITY — Mangangailangan daw ng hanggang apat na araw ang Commission on Elections o Comelec bago maiproklama ang resulta ng gaganaping plebesito para sa ratipikasyon ng Bangsamoro Organic Law o BOL.

Ito ang sinabi ni Comelec spokesperson James Jimenez sa pagharap niya sa isang pulong balitaan kasama ang grupong Institute for Autonomy and Governance sa Notre Dame University sa siyudad na ito.

Bukas, January 21 na magaganap ang plebisito sa Autonomous Region in Muslim Mindanao para ratipikahan ang BOL habang kasabay din ang plebisito sa Cotabato City at Isabela City sa Basilan na tatangunin kung payag ba silang mapasama sa bubuuing Bangsamoro Autonomous Region.

Sa February 6 naman gaganapin ang plebisito para sa Lanao del Note at anim pang  munisipalidad sa North Cotabato na hinahangad ding maisama sa Bangsamoro.

Manual o mano-mano ang magiging botohan  kaya mas matagal ang counting at canvassing.

“After the close of voting, the PlebCom will then go, will become the counting board essentially and they open the ballot boxes, they will segregate the ballots and then they will start reading the ballots one by one,” paliwanag ni Jimenez.

“The ballots, as they are being read, the results will be recorded manually on tally sheets both behind the teacher and the bulletin board where everyone can see it and on a tally in front of  the teacher. So those two will have to be harmonized but eventually once the counting is done, the documents will be sent to the canvassing center,” dagdag niya.

Ang canvass sa Cotabato City deretsong mapupunta sa National Canvassing Board na magko-convene sa January 22 sa Intramuros, Maynila.

Ganito rin ang mangyayari sa kaso ng Isabela City, Basilan.

Pero ang nalalabing bahagi ng Basilan, ang canvass ay daraan sa provincial at regional canvassing board.

“When all of these reports are in Manila, they will all be canvassed and then the announcement will be made in Manila. So overall, the expectation is that we will  be able to complete all of these processes in four days. So we expect the result to be announce in four days,” ani Jimenez.

Wala naman daw malaking problema sa paghahanda sa plebisito.

Sa mga lugar na pagdarausan ng plebisito, dalawang isla lamang daw sa Tawi-Tawi ang napaulat na nagkaaberya sa pagdadala ng plebiscite paraphernalia.

“The only two places na nagkaroon tayo ng issue kahapon were Mapun and Turtle Island. The reason being that the vessel carrying the supplies had to turn back because of bad weather. However the supplies this morning were flown to Mapun, nilipad nila sa Mapun so Mapun is accounted for but Turtle Island has to be taken by boat,” ani Jimenez.

HInihintay na lamang ng Comelec ang report kung naging maayos ang pagdadala ng plebiscite materials sa Turtle Island.

Isa sa mga sumalubong na isyu kay Jimenez pagdating sa Cotabato City ang problema sa double entry ng mga gurong magsisisilbi bilang mga miyembro ng plebiscite committee o PlebCom.

Mayroon din daw na nag-back out na dahil sa mga personal na dahilan.

Pero sabi ni Jimenez, sapat ang bilang ng mga taong maaring magsilbi sa Plebcom.

“The situation with the teachers is always fluid until the very last minute. You’ll never know until the last minute if you have the full contingent of teachers. You are prepared, certainly; you have names of people who are supposed to serve. But again, experience teaches us that sometimes you have no-shows as well,” ani Jimenez.

“However in order to prevent that from becoming a problem we already have a hundred alternate teachers,” dagdag niya.

Kahit ang City Treasury Office ng Cotabato, nababahala dahil hindi agad naibigay ang final list ng mga guro na magsisilbi sa PlebCom gayundin ang kanilang appointment letter mula sa Comelec.

Kung wala kasi ang mga ito, maaantala ang distribution ng mga gagamitin sa plebisito.

“Syempre made-delay tayo kasi ang requirement namin eh is before we release the election supplies and paraphernalia together with the official ballot, kailangan kumpleto na ang appointment with three PlebCom na magse-serve sa kani-kanilang designated clustered precinct,” sabi ni Teddy Inta na assistant city treasurer ng Cotabato City.

Pagtitiyak ng Comelec, ang mga naging problema, hinaharap na.

“Lahat ng mga may issue nire-resolve na ngayon so hopefully before the end of the day, wala na tayong isyu sa ganyan. In any case, may mga alternates tayo  kung meron mang di makapag-serve, may papalit sa kanila,” ani Jimenez.

Naging matindi naman ang pagsisikip ng daloy ng trapiko papasok ng siyudad.

May mga nagagalit at mayroon ding iniintindi na lang na kailangang magtiyaga ng isa hanggang dalawang oras sa trapiko.

Nagpapatupad kasi ng polisiyang “No ID, No Entry” ang mga sundalo at pulis ayon kay Chief Inspector  Alex Lanestosa ng Cotabato City Police Station 3 na nakakasakop sa boundary ng Cotabato at Datu Odin Sinsuat, Maguindanao. — BM, GMA News
