Libreng 'text' sisilipin ng Kamara

MANILA – Sisilipin ng mga mambabatas sa Kamara de Representantes ang prangkisa ng mga mobile companies upang alamin kung maaaring maging libre ang short messaging services (SMS) o text. Ayon kay Speaker Prospero Nograles, inatasan nito ang tatlong komite upang pag-aralan ang pahayag ni Transportation and Communication Secretary Leandro Mendoza na hindi dapat naniningil ng bayad sa text ang mga telecommunications companies alinsunod sa nakasaad sa kanilang prangkisa. “We have to review the specifications of their franchise. We are in the middle of a very difficult economic situation and it will be a great help if we can remove the use of SMS from their daily budget," pahayag ni Nograles. Ipinahiwatig din nito na maaaring gumawa ng hakbang ang Kamara at amyendahan ang prangkisa ng mga telecom companies upang maipatupad ang libreng paggamit ng SMS. “We have to check whether they are legally allowed to charge text messages. If their franchise allows them to do so, we can make corrective measures and file a resolution as soon as possible for the National Telecommunications Commission to address this concern," paliwanag ni Nograles. Sinabi nito na ang House committees on legislative franchises; information and communications technology at oversight committee – ang magsasagawa ng pagsusuri sa prangkisa ng mga telecom companies. Ayon kay Nograles, makababawas sa bigat na pinapasan ng mamamayan kung malilibre sa bayarin ang text bunga na rin ng mga sunod-sunod na pagtaas sa presyo ng mga bilihin at serbisyo. Tinataya ng kongresista na umaabot sa P25 hanggang P60 bawat araw ang gastos ng isang karaniwang mamamayan sa pagti-text. Katumbas umano ito ng dalawang kilo ng bigas o 10 pakete ng instant noodles. "Projections that oil prices in the world market will soar further will make life even more difficult. Sinabi ni Nograles na malaki ang kinikita ng mga telecom companies dahil libre na ang mga ito sa pagbabayad ng buwis sa prangkisa. “Telecoms companies have been raking in billions in profits because they no longer pay the 3 percent franchise tax on gross receipts and are no longer subjected to the 12 percent cap in terms of income, based on return of investments," pahayag niya.
