Bising to bring rains, gusty winds over Batanes, eastern Cagayan, Isabela
Batanes, the eastern portion of Cagayan including the Babuyan Islands, and the eastern portion of Isabela will experience rains with gusty winds brought about by Typhoon Bising, PAGASA reported.
Light to moderate damage to structures and vegetation may occur in these areas due to strong winds and flash floods or landslides brought about by moderate to heavy rains.
Bising will bring cloudy skies with scattered rains and thunderstorms to the Cordillera Administrative Region, the rest of Cagayan Valley, Ilocos Norte, Nueva Ecija, and Aurora with possible flash floods or landslides during moderate to at times heavy rains.
Typhoon Bising weakens while decelerating over the Philippine Sea east of Babuyan Islands, according to the latest Severe Weather Bulletin posted by PAGASA.
Tropical cyclone winds of at least strong breeze to near gale in strength extend outward up to 370 km from the center of the typhoon while destructive typhoon-force winds extend outward up to 90 km from the center of the typhoon.
In the next 24 hours, the northeasterly wind flow enhanced by the typhoon will also bring strong breeze to near gale conditions with higher gusts over the coastal and mountainous areas of Ilocos Region, Apayao, Abra, and the western portion of Cagayan.
As of 4 a.m., the center of the eye of Typhoon Bising was located at 350 kilometers east of Calayan, Cagayan with maximum sustained winds of 150 kilometers per hour near the center and gustiness of up to 185 kph and moving northward at 10 kph.
Tropical Cyclone Wind Signal (TCWS) No. 1 is hoisted over the following areas:
- Batanes
- the eastern portion of Cagayan (Santa Ana, Gonzaga, Lal-Lo, Gattaran, Baggao, Peñablanca, Camalaniugan, Buguey, Aparri, Santa Teresita, Alcala, Amulung, Iguig, Tuguegarao City) including Babuyan Islands
- the northeastern portion of Isabela (San Pablo, Maconacon, Divilacan, Palanan)
Meanwhile, Metro Manila and the rest of the country will have partly cloudy to cloudy skies with isolated rainshowers due to localized thunderstorms with possible flash floods or landslides during severe thunderstorms.
Hazards affecting coastal waters
The weather bureau maintains that sea travel is risky for all types of seacraft in northern Luzon as rough to high seas will be experienced over the northern and eastern seaboards of Northern Luzon due to the influence of the typhoon and an enhanced northeasterly wind flow.
Rough to very rough seas is also expected over the seaboard of Aurora, the seaboards of extreme northern Quezon including the northern and eastern seaboards of Polillo Islands, and the northern seaboards of Bicol Region that makes sea travel risky for small seacrafts.
Small seacraft operators are advised against venturing out along the eastern seaboard of Bicol Region, northern and eastern seaboard of Northern Samar and the western seaboard of Northern and Central Luzon where the seas would be moderate to rough
Track and Intensity Outlook
Bising will move northward or north northeastward on Thursday away from the landmass of Luzon before turning east northeastward on Friday and eastward on Saturday. The typhoon is expected to exit the Philippine Area of Responsibility on Saturday evening or early Sunday morning. -- BAP, GMA News
