The Southwest Monsoon, or Habagat, is expected to affect weather conditions in Luzon and the Visayas on Tuesday, August 18, the state weather bureau, PAGASA reported in its 4 p.m. bulletin on Monday.

The Habagat is expected to bring monsoon rains over Benguet, La Union, Pangasinan, Zambales, Bataan, and Occidental Mindoro.

Meanwhile, occasional rains are forecast over Metro Manila, Ilocos Sur, Abra, Tarlac, Pampanga, Bulacan, Nueva Ecija, Cavite, Laguna, Batangas, Rizal, Oriental Mindoro, and Antique.

Cloudy skies with scattered rain and thunderstorms are expected over the Negros Island Region, and the rest of Luzon and Western Visayas due to the Habagat. The rest of Visayas is expected to experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms.

In Mindanao, localized thunderstorms are forecast to bring partly cloudy to cloudy skies with isolated rainshowers or thunderstorms.

As of 3 p.m., a low pressure area is being monitored by PAGASA inside the Philippine Area of Responsibility, located at 1,160 east of Northern Luzon. The state weather bureau said it has a medium chance of developing into a tropical depression within the next 24 hours.

Moderate to strong winds and moderate to rough coastal waters are expected in the northern and western sections of Luzon and the eastern section of Mindanao, with waves running from 1.5 meters to 2.8 meters.

Light to moderate winds and slight to moderate coastal waters are expected in the rest of the country, with waves running from 0.6 meters to 2.5 meters.

At the PAGASA Science Garden weather station in Diliman, Quezon City, the highest temperature recorded on Monday reached 27.8 degrees Celsius at 10 a.m., while the lowest temperature was logged at 24.4 degrees Celsius at 5 a.m.
