Thousands evacuate as Habagat rains cause flooding in NCR, other regions

Heavy rains from the Southwest Monsoon (Habagat) continued to pour over the National Capital Region and other areas on Monday, prompting thousands to evacuate.

Quezon City

In Quezon City, around 5,200 residents were staying in evacuation centers due to the threat of flooding, the local government unit said, according to a report by James Agustin on Unang Balita.

Floods occurred in several areas in the city, such as Araneta Avenue, FPJ Avenue, Quezon Avenue, EDSA Balintawak, Banawe Street, and Sto. Domingo Avenue, among others.

On FPJ Avenue, it was almost zero visibility past 2 a.m. due to the heavy rains.

One SUV stalled on Sto. Domingo Avenue due to the flood. Residents helped to push the SUV to a higher portion of the road.

In Sitio Veterans in Barangay Bagong Silangan, the flood reached beyond a man's height. One resident said the floodwaters rose quickly.

More than 2,000 residents or 500 families sought shelter at Bagong Silangan Elementary School.

The Quezon City Veterinary Department set up a pet evacuation area in Barangay Bagong Silangan, according to a report by Mariz Umali on Unang Balita.

More than 30 pets have been brought to the pet evacuation area for their safety and monitoring.

Before 7 a.m., the flood subsided on Araneta Avenue, but lots of trash were left on the road.

Marikina

Meanwhile in Marikina City, the second alarm was raised as the water level in Marikina River reached 16 meters early Monday morning, according to a report by EJ Gomez on Unang Balita.

A second alarm means residents in low-lying areas need to evacuate.

Residents indeed evacuated as early as Sunday when the second alarm was first raised. The highest level of water at the river was 17.3 meters on Sunday.

The water level went down to 15.9 meters later on Sunday, thus local authorities downgraded the alert level to first alarm. However, early this Monday morning, the water level again rose to 16 meters, necessitating the hoisting of the second alarm.

On Monday, the Marikina River overflowed, flooding streets beside the river.

Local authorities closed off Bayan Access Road and Ming Ramos Lane to residents and motorists.

River patrol personnel went around the area to bar residents from going near the river.

Las Piñas and Parañaque

Floods also affected some barangays in Las Piñas City and Parañaque City over the weekend, according to a report by Bea Pinlac on Unang Balita.

Almost 200 families or 500 residents of Barangay Talon Tres in Las Piñas were evacuated. Many of them were still in evacuation centers as of Monday.

Barangay Talon Uno was also affected by flooding. Rescuers assisted residents who needed to evacuate.

Meanwhile in Barangay San Isidro, Parañaque City, rescuers had a difficult time rescuing affected residents due to the high level of water.

Manila

In Manila, residents did preemptive evacuation starting 9 p.m. Sunday due to the floods, according to a report by Bam Alegre on Unang Balita.

Three evacuation centers were opened for affected residents: one in the Pier area, one in San Andres, and one in Aplaya.

A total of 239 families or 837 individuals evacuated.

Flooding was reported early Monday on España Blvd. corner Antipolo Street (15 inches), Kalaw Street, Taft Avenue (gutter deep), and Sta. Mesa (tire deep), among others.

Malabon

In Malabon, residents coped with the flooding that reached knee-deep in Barangay Concepcion, according to a report by Gabriel Gonzales on Unang Balita.

Residents used sandbags but said they want a long-term solution to the perennial flooding in their city.

Some of them had their houses built higher to avoid the floods.

The Conception Technical Vocational School was among those flooded.

On General Luna Street in Barangay Concepcion, the flood was gutter-deep.

Sixteen families or 61 individuals meanwhile evacuated from their homes in Barangay Tinajeros after the Tullahan River overflowed its banks. They stayed at the Tinajeros Evacuation Center. Hot meals were given to affected residents.

As of 10 p.m. Sunday, the water level at La Mesa Dam was at 79.89 meters, near its spilling level of 80.15 meters.

If the dam spills, communities living beside the Tullahan River will be among those affected.

C. Arellano Street in Barangay San Agustin was also flooded, the Malabon Disaster Risk Reduction and Management Office said.

Bulacan

Many areas in Bulacan also got flooded due to the heavy rains from the Habagat and the high tide this weekend, according to a report by Mariz Umali on Unang Balita.

In Calumpit, floodwaters were chest-deep and almost reached the roofs of houses. Residents had to use boats to go around.

In other barangays, the flood was thigh-deep.

The Macaiban Bridge in the municipality of Sta. Maria was also flooded as the river overflowed.

Residents living near the river were also evacuated, although some chose to stay to take care of their farm animals.

The St. Michael the Archangel Parish in Marilao was also flooded, as were other areas in Barangays Nagbalon and Poblacion.

The Bulacan Provincial Disaster Risk Reduction and Management Office told residents to be alert and evacuate while there is still daylight due to the high tide.

Batangas

In Batangas, several areas also got flooded, according to a report by Mariz Umali on Unang Balita.

In Barangay Marawoy in Lipa City, floodwaters were chest-deep. Personnel of the Philippine Red Cross braved the floodwaters to rescue affected residents.

A wall of the Fernando Air Base in Lipa City collapsed amid heavy rains.

In the municipality of Mabini, residents reported raging floodwaters in Barangay Majuben.

The foundation of a bridge in Barangay Sto. Niño in Batangas City meanwhile was damaged.

Nueva Ecija and Nueva Vizcaya

Forty-eight families menawhile were evacuated from two barangays in Zaragoza, Nueva Ecija due to flooding, according to a report by Mariz Umali on Unang Balita.

The affected barangays are Barangay Mayamot and Barangay Sta. Lucia, the Nueva Ecija Police Provincial Office said.

Classes were suspended for Monday, according to the provincial government.

In Barangay Mayamot, floodwaters reached 5 feet deep. Almost 30 families were evacuated.

Meanwhile, in Nueva Vizcaya, the local government unit (LGU) closed temporarily to motorists the Junction Kayapa Proper Provincial Road due to a landslide.

Clearing operations are being conducted by the LGU.

Pangasinan and Ilocos Region

In Dagupan City, the number of evacuees kept going up as the water level in Pantal and Marusay rivers rose, according to a report by Sendee Salvacio of GMA Regional TV on Unang Balita.

Medicines and relief packs were prepared for the evacuees.

Light vehicles had difficulty traversing flooded roads.

In Calasiao, Pangasinan, 16 barangays were flooded due to the overflowing of the Marusay-Sinocalan River.

In Laoag City, Ilocos Norte, two fishermen were rescued by Philippine Coast Guard after their boat capsized due to strong waves.

Almost 40,000 families or 130,000 individuals in Ilocos Region were affected by the effects of the Habagat and tropical cyclones Luis and Maymay as of Sunday, the Office of Civil Defense Region I said.

Of this, 277 families did preemptive evacuation.

In Bonkod, Benguet, all gates were open at Ambuklao Dam. Authorities advised residents living nearby to be on the alert.

Pampanga

Meanwhile, in Pampanga, two churches were flooded in San Fernando, according to a report by Ivan Mayrina on Unang Balita.

These are the Santa Rita de Cascia Parish in Barangay San Jose and Sto. Niño Parish in Barangay Sto. Niño.

Floodwaters also reached gutter deep in Barangay Batasan in Macabebe.

Zambales

In San Marcelino, a bridge in Barangay Sta. Fe got damaged due to raging waters and lahar after a dike broke, according to a report by Susan Enriquez on Unang Balita.

Other barangays also got flooded.

In Subic, several trees fell, which affected power lines.

Power outage occurred in Subic, Castillejos, and San Antonio.

More than 20 houses were damaged, the Zambales Provincial Disaster Risk Reduction and Management Office said.

More than 2,600 residents evacuated.

PAGASA said the Southwest Monsoon will continue to bring rains on Monday over Luzon and the western section of Visayas.

Malacañang on Sunday suspended face-to-face classes and in-person government work for Monday, August 10, 2026 in Metro Manila and 15 provinces amid the heavy rain and flooding due to the Southwest Monsoon (Habagat) and tropical cyclones Luis and Maymay. —KG, GMA News
